Manhattan Village Board Meeting | December 16, 2025

The Manhattan Village Board on Tuesday, Dec. 16, 2025, conducted a brief regular session focused on infrastructure maintenance and holiday community events. The board authorized the purchase of a new Kubota RTV for the Public Works Department and finalized the records for the recent annexation of the Round Barn Farm property. Mayor Mike Adrieansen and the board members concluded the session by wishing residents a Merry Christmas and reminding families of the 6 p.m. New Year’s Eve ball drop. Bills List Approval:
The board approved a comprehensive bills list totaling approximately $2.48 million. Significant portions of the expenditure were dedicated to debt service, including over $1 million in general obligation bond principal and interest payments handled through Zions First National Bank. Other notable expenses included $470,654 to Spiess Construction for the Route 52 watermain extension project.

Police Department Monthly Report:
Chief of Police Jeff Ryan submitted the November 2025 monthly report, noting that officers handled 953 calls for service during the month. The department issued 128 citations and 105 warnings. Statistics showed that property crimes were slightly higher in November (38 incidents) compared to personal crimes (37 incidents). The department logged 8,725 miles patrolled during the month.

Public Works Update:
Superintendent of Public Works John Tyk reported that the Route 52 watermain project is now complete. Crews have also finished hydrant flushing for the entire water system and completed the final street sweeping of the year. Tyk also thanked the board for the previously approved used Mack plow truck, noting it has already been deployed for snow events and has been well-received by the staff.

Building and Development Report:
The October 2025 building report showed a total construction value of $1.45 million for the month. The village issued 39 total permits, including three for new single-family homes in the Hanover Estates and Ivanhoe subdivisions. Year-to-date, the village has seen 30 new single-family home permits issued.

New Snowplow Drivers:
The board formally recognized the hiring of several seasonal snowplow drivers for the 2025/2026 winter season. CDL-certified drivers, including Mark Edelen and Rick Bielema, were brought on at a rate of $27.00 per hour, while non-CDL drivers will receive $20.00 per hour to assist with village-wide snow removal efforts.
