Manhattan Village Board Meeting | Jan. 20, 2026

Article Summary: The Manhattan Village Board approved two resolutions to update authorized signatures for village financial accounts and appoint a new agent for the Illinois Municipal Retirement Fund (IMRF). These administrative changes follow the recent appointment of a new Village Administrator and Finance Director.

Administrative Resolutions Key Points:

  • New Signatory: Village Administrator Rosemaria DiBenedetto was authorized as a signatory on village financial accounts.

  • IMRF Agent: Finance Director Justin VanVooren was appointed as the authorized agent for the Illinois Municipal Retirement Fund.

  • Meeting Rescheduled: The board voted to move the March 17, 2026, meeting to March 16 to avoid conflicting with the General Primary Election.

The Manhattan Village Board on Tuesday, January 20, 2026, voted unanimously to update its list of authorized officials who can transact business on behalf of the municipality.

The board approved a resolution designating Village Administrator Rosemaria DiBenedetto as a signatory on village bank accounts. According to a memo from Finance Director Justin VanVooren, the update was necessary to allow the new administrator to serve and act on behalf of the village regarding the deposit or disbursement of funds.

The resolution lists DiBenedetto, VanVooren, and Deputy Clerk Shelly Lewis as individuals authorized to act on behalf of the village regarding financial institutions.

In a separate action, the board passed a resolution appointing VanVooren as the authorized agent for the Illinois Municipal Retirement Fund (IMRF). This role involves filing petitions for nominations of executive trustees and casting ballots for the election of executive trustees. The position was previously held by the former Village Administrator.

Both resolutions passed with a 6-0 vote.

Additionally, the board approved a change to the 2026 meeting calendar. The meeting originally scheduled for Tuesday, March 17, 2026, has been rescheduled to Monday, March 16, 2026. The change was made because the original date falls on the General Primary Election.
